Aside from the ethical arguments being tossed around, a large part of the Steam "community", myself included, do not enjoy Valve's older games such as Counter-Strike being used as a sandbox for IGA technology development. It is creating a large number of errors in Steam itself and it's distributed content to the point of reverting them to unplayable, seemingly beta games. By all means Valve should do whatever is necessary for them to grow as a company, I would in their position, but they need to back this policy with increased support. They have not yet. They needed to ensure a smooth transition. They have not done so either. Nor have they acted on the "community's" disgust, but Valve will hear it when I choose not to purchase their Orange Box set of titles or any further releases until IGAs are not necessarily removed, but PROPERLY implemented.
